Ask three companies what a heat pump service covers and you will get three different answers, which is exactly why people are suspicious of the whole idea. A genuine service is a strip-down clean of both units plus a set of performance checks; anything less is a filter wipe with an invoice attached.

What a technician does on the visit

On the indoor unit, the front cover comes off, the filters come out and get washed, and the barrel fan and evaporator coil get cleaned properly, usually with a chemical wash and a bib bag to catch the runoff. That barrel fan is the part homeowners never see and the part that does the most damage when it is dirty. A fan blade caked in grey felt cannot move air, so the unit runs longer to hit the same set temperature. The drain pan and condensate line get flushed at the same time, because a blocked drain is the most common reason an indoor unit starts dripping onto a windowsill.

A unit that has needed a regas twice has a leak, not a gas problem.

It is also not a compliance check. Where the system runs year-round or works hard through summer, the company recommends yearly servicing as a minimum. Light or single-season use may stretch to every two years; daily or year-round use should be annual; ducted systems should be annual regardless.

The ducted rule catches people. A ducted system heats and cools multiple rooms through a duct network, so there are more components to maintain than on a single split, and GENERAL specifically calls out checking and cleaning the ducts, inspecting the fan coil and confirming the zone controls still work. EECA’s guidance is to give the removable filter a proper clean with a vacuum cleaner or warm water once a month during winter, and more often if it is visibly dirty. Mitsubishi Electric New Zealand’s own owner guide sets the same job at every seasonal change and adds a six-monthly wash of the outdoor unit, clearing rubbish, plant matter and debris from around it and washing the coil with a mild detergent, car wash liquid rather than dishwashing liquid, then hosing it down.

While you are there, EECA has three settings worth getting right. Set the temperature to 18 degrees or above to fight damp and mould but below 21 degrees to save power. Leave the fan on auto rather than low, because low reduces the efficiency of the unit and pushes the bill up. And do not run the heat pump twenty-four hours a day: EECA calls that one a myth outright and says it uses and loses more energy than running the unit only when you are home.

None of that is complicated, and none of it needs a tradesperson. The five-minute checks worth doing yourself

Start with the mode. Heat pumps sit on a remote that also runs cooling, dry and fan modes, and a unit left in fan or dry will blow air that is not warm, which is exactly what a failing unit feels like. Confirm the sun icon or HEAT setting, then confirm the set temperature is genuinely above the room temperature. A heat pump set to 20 degrees in a room that is already 20 degrees will do nothing, and it is not faulty.

Then pull the filters. If they look like grey carpet, that is your answer, and EECA’s monthly clean exists precisely because a loaded filter chokes airflow and forces the unit to run longer for the same heat.

Then walk outside. Is the fan spinning? Is anything stacked against the unit? Is the coil packed with leaves? An outdoor unit that cannot breathe cannot move heat, no matter what the remote says.

Last, check the switchboard for a tripped breaker and check the isolator switch beside the outdoor unit, which gardeners, painters and curious children all switch off from time to time. If a breaker has tripped and resets cleanly, note the date. Where the electrician comes in, and where the line sits

Heat pumps are a two-trade job. EECA states plainly that a heat pump needs to be installed by a licensed electrician, and the electrical side of a fault (the dedicated circuit, the isolator, the switchboard, the supply cable) is licensed work regardless of who cleans the filters. The refrigerant side is not a homeowner job either. Pressures, leak detection and recovery need equipment and training, and a system topped up without the leak being found will be flat again by next winter. There is no DIY version of that one.

When a repair stops being worth it

The maths here is unromantic. EECA puts the lifespan of the technology at 15 years and a replacement at around $4,400 supplied and installed. A compressor replacement or a coil replacement on a twelve-year-old unit is usually most of a new heat pump, spent on a machine with three years left in it. A fan motor, a capacitor, a control board or a drain repair on that same unit is normally worth doing.

Age is not the only factor. A twelve-year-old unit in a Glen Eden bungalow that has been serviced every second year is a different proposition from an eight-year-old unit in Mission Bay that has never been touched and has a coil you can push a finger through. This section is for landlords and owners of investment property. The split of responsibility for a rental heat pump is set out on tenancy.govt.nz, and it is more specific than most Auckland landlords realise. Getting it wrong shows up twice: as a maintenance argument during the tenancy, and as a compliance problem when the unit finally dies.

The filter is the tenant’s job, until it is not

Tenancy Services states the position directly: landlords are responsible for maintaining any heaters and ventilation systems, while tenants are required to keep the rental property reasonably clean and tidy, and that includes any heat pumps or heaters installed for the healthy homes heating standard or supplied as part of the property. Where it is accessible and easy to do so, a tenant must clean the device and its filters to a reasonable standard, and keep gardens and lawns clear of the external unit.

Then comes the line that decides most disputes. Where any technical knowledge or specific tools are required, or the filters are not easily accessible, Tenancy Services says the landlord is generally required to maintain the device, including cleaning, under the obligation to keep heaters in good working order. A hi-wall filter a tenant can slide out is theirs; a ducted filter box in a Papatoetoe roof space is yours. So is the annual professional service, every time, because that is not a clean-and-tidy job by any reading.

Tenancy Services also names the practical fix. It calls it best practice for landlords to show tenants how to clean and keep clean any accessible filters or units when doing the first inspection of the property. That takes about four minutes at the start of a tenancy and removes the argument entirely.

Healthy Homes compliance note: Cleaning a filter is not the same as meeting the heating standard. Under the heating standard there must be one or more fixed heaters that can directly heat the main living room, each at least 1.5 kW in heating capacity and together meeting the capacity the room actually requires. A heat pump or electric heater must have a thermostat, and open fires and unflued combustion heaters do not qualify. Tenancy Services notes that landlords who do not meet their healthy homes obligations are in breach of the Residential Tenancies Act 1986 and may face financial penalties of up to $7,200.

What happens when an old rental heat pump finally dies

Tenancy Services allows this where the heaters were installed before 1 July 2019, each has a heating capacity greater than 2.4 kW, they are an acceptable type, and their total capacity is at least 80 per cent of what the main living room actually requires. That 80 per cent allowance is a grandfathering concession, and it is attached to the specific heater, not to the property.

Tenancy Services spells out the consequence in its own worked example. Take a heat pump with a 3.6 kW heating capacity installed before 1 July 2019 in a room needing 6.0 kW: a fixed 2.4 kW electric heater with a thermostat can be added to top it up. But once that heat pump needs to be replaced due to wear and tear, the landlord will need to install a qualifying heater or heaters that meet the required heating capacity under the standard. The moment the old unit dies, the 80 per cent concession and the top-up arrangement die with it, and the replacement has to carry the full required capacity on its own.

Read that alongside the servicing question and the picture is uncomfortable. A grandfathered 2018 heat pump in a Manurewa or Mt Albert rental that has never been serviced is not just a maintenance liability. It is a compliance clock. Killing it early through neglect converts a $200 service into a correctly sized replacement plus, in many cases, a bigger unit than the one that failed. That is the strongest financial argument for putting rental heat pumps on an annual cycle, and it has nothing to do with power bills.

A technical amendment to the healthy homes standards took effect on 25 September 2025, confirming that a property complying with the standards does not also need to meet the Housing Improvements Regulations 1947. Tenancy Services is clear that the amendment changes nothing for a property that is already compliant. It is worth knowing about only so you can ignore anyone who tells you the rules moved again.
